Miley not Comfortable Touring the USA?

I'm guessing this quote has been taken out of context, and it's probably being blown out of proportion, but Miley had some comments as to why she won't be touring the USA this summer:

"I just think right now America has gotten to a place where I don't know if they want me to tour or not. Right now I just want to go to the places where I am getting the most love and Australia and South America have done that for me. Kind of going to the places where I get the most love. Don't want to go anywhere where I don't feel completely comfortable with it."

I wonder what Miley means about not being comfortable. I'm sure she is still a huge draw in the USA and would have no problems selling out venues, so it must be something else. Maybe she's gotten tired of the haters and paparazzi in the US? She probably wants to tour different places and right now a global tour makes more sense.
